18ICV/NAVA 33 was
held on the waterfront of Victoria's Inner Harbour. The
Inner Harbour, the main vantage point used in promotional
materials about Victoria. It consists of a vibrant
tourist area, business area, and working harbour. A big
attraction for most visitors to the Inner Harbour is to
sit and enjoy high tea at The Empress Hotel.
